S. 65 would reauthorize the Native Hawaiian Housing Block Grant and Loan Guarantee programs and would authorize the appropriation of such sums as necessary for those programs for each fiscal year through 2015. In addition, the bill would authorize loans provided under title VI of the Native American Housing Assistance and Self- Determination Act of 1996 for each fiscal year through 2015 and would expand eligibility for that program to include the Department of Hawaiian Home Lands (DHHL).

S. 3546 would authorize through 2017 a grant program to preserve Native American languages. CBO estimates that implementing the legislation would cost about $60 million over the 2013-2017 period, assuming appropriation of the necessary amounts. Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.

S. 2389 would amend federal law regarding certain health care claims submitted to the Indian Health Service (IHS). Specifically, the bill would deem certain claims submitted to an IHS contracting officer on or before October 31, 2005, involving a claim that accrued between October 1, 1995, and September 30, 1999, to have been submitted within the period specified by the statute of limitations.

S. 134 would authorize the Mescalero Apache Tribe of New Mexico to enter into a lease or other temporary conveyance of its water rights for up to 99 years. The bill would prohibit the Mescalero Apache Tribe from permanently forfeiting their water rights.

H.R. 1560 would amend the Ysleta del Sur Pueblo and Alabama and Coushatta Indian Tribes of Texas Restoration Act to eliminate the requirement that individuals have a blood quantum level of at least one-eighth to qualify for tribal membership. This legislation would allow the Ysleta del Sur Pueblo tribe to establish its own blood quantum requirement for determining membership.
