H.R. 3208 would establish a cybersecurity training program within the Department of Homeland Security (DHS). DHS employees not currently working in a cybersecurity position would receive training from experienced cybersecurity staff. For this estimate, CBO assumes that the legislation will be enacted late in fiscal year 2023. Based on the cost of similar cybersecurity training programs at DHS, CBO estimates that implementing H.R. 3208 would cost about $1 million annually and $5 million over the 2024-2028 period. Any spending would be subject to the availability of appropriated funds.
