In fiscal year 2012, the federal budget deficit surpassed $1 trillion for the fourth year in a row. If lawmakers maintained current policies by preventing most of the tax increases and spending cuts that are scheduled to occur in January, deficits would total almost $10 trillion over the next decade. Federal debt held by the public would increase from nearly 73 percent of gross domestic product (GDP) at the end of 2012 to 90 percent of GDP 10 years from now.

CBO estimates that federal policies to promote the manufacture and purchase of electric vehicles (including some policies that support other types of fuel-efficient vehicles) will have a total budgetary cost of about $7.5 billion through 2019. Tax credits for buying electric vehicles—which account for about one-fourth of that budgetary cost—are likely to have the greatest impact on vehicle sales. Today CBO released a study on the effects of federal tax credits for the purchase of electric vehicles. CBO finds that:

However, CBO estimates that those effects also would be insignificant.
