As ordered reported by the House Committee on Energy and Commerce on July 31, 2012 CBO estimates that implementing H.R. 6131 would have no significant effect on discretionary spending over the 2013-2017 period. Enacting H.R. 6131 could result in collections of additional civil and criminal penalties, which would affect both revenues and direct spending; therefore, pay-as-you-go procedures apply. However, CBO estimates that those effects also would be insignificant.

As ordered reported by the House Committee on the Judiciary on June 6, 2012 H.R. 4377 would amend the Administrative Procedures Act, the law that governs how federal agencies propose and establish regulations. Specifically, the bill would aim to expedite the review process required by the National Environmental Policy Act (NEPA) for construction projects that are partly or fully financed with federal funds or require permits or approvals from federal regulatory agencies.

As ordered reported by the House Committee on Transportation and Infrastructure on June 7, 2012 H.R. 5887 would amend various laws that govern the activities of the United States Coast Guard (USCG). The bill also would authorize appropriations totaling about $26.1 billion, primarily for ongoing USCG operations over the 2013-2015 period. Assuming appropriation of the amounts specified in the bill, CBO estimates that implementing the legislation would cost $24.5 billion over the 2013-2017 period.

As ordered reported by the House Committee on Homeland Security on May 9, 2012 H.R. 3857 would authorize appropriations for the Department of Homeland Security (DHS) to make grants to state and local governments to support security improvements to public transportation systems. CBO estimates that implementing the bill would cost $702 million over the 2012-2017 period, assuming appropriation of the authorized amounts. Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.

As reported by the Senate Committee on the Judiciary on September 8, 2011 S. 657 would require the Department of Justice (DOJ) to establish a national communications network to issue alerts (that would be known as “blue alerts”) when a law enforcement officer is killed or seriously injured. The bill also would authorize the appropriation of $10 million annually for DOJ to make grants to states to cover costs relating to participation in the blue alert program.
