This letter responds to Chairman Darrell E. Issa’s request for information about CBO’s March 20, 2010, cost estimate for H.R. 4872, the Health Care and Education Reconciliation Act of 2010, in combination with H.R. 3590, the Patient Protection and Affordable Care Act.

As ordered reported by the Senate Committee on Veterans' Affairs on September 12, 2012 S. 3313 would expand the types and availability of infertility treatment provided by the Department of Veterans Affairs (VA). CBO estimates that implementing the bill would cost $568 million over the 2013-2017 period, assuming appropriation of the estimated amounts. Enacting S. 3313 would not affect direct spending or revenues; therefore, pay-as-you go procedures do not apply.

Previously, when estimating the budgetary effects of legislation regarding prescription drugs, CBO found insufficient evidence of an “offsetting” effect of prescription drug use on spending for medical services. As ordered reported by the Senate Committee on Veterans’ Affairs on September 12, 2012 S. 3340 would extend mental health services offered by the Department of Veterans Affairs (VA) to family members of active-duty servicemembers, enhance programs for homeless veterans, and make other changes to veterans’ health care, compensation and burial benefits. In total, CBO estimates that implementing the bill would have a discretionary cost of $310 million over the 2013-2017 period, assuming appropriation of the specified and estimated amounts.

As ordered reported by the House Committee on Energy and Commerce on September 20, 2012 H.R. 1063 would modify the process through which the Medicare program is reimbursed when another payer (for example, a liability insurer) is responsible for a beneficiary’s medical costs. In general, the provisions of H.R. 1063 would make it easier for other payers to repay Medicare, thus reducing program costs.
