Although much of the analysis that CBO undertakes is very technical in nature, the agency works hard to explain the basis for its findings so that Members of Congress, their staff, and outside analysts can understand the results and question the methods used. To that end, CBO just released a report, How the Supply of Labor Responds to Changes in Fiscal Policy, that explains an important aspect of the agency’s analysis.

As ordered reported by the House Committee on Energy and Commerce on August 1, 2012 H.R. 6194 would require the Environmental Protection Agency (EPA) to seek critical-use exemptions under the Montreal Protocol for applications submitted to the agency for the production, importation, and consumption of methyl bromide.

As ordered reported by the Senate Committee on Environment and Public Works on July 25, 2012 S. 357 would authorize the Secretary of the Interior to declare wildlife disease emergencies and to spend certain appropriated funds to address the effects of those diseases. The bill also would authorize the Secretary to establish a committee to assist the Department of the Interior (DOI) in preparing federal agencies to respond to such diseases.

As introduced on July 31, 2012 CBO estimates that enacting this legislation would reduce direct spending by $256 million over the 2013-2022 period, relative to spending projected under CBO’s current baseline (see enclosed table). Because H.R. 6233 would affect direct spending, pay-as-you-go procedures apply. Enacting the bill would not affect federal revenues. CBO estimates that implementing the bill would not affect spending subject to future appropriations. CBO has not reviewed the legislation for intergovernmental or private-sector mandates.
