As ordered reported by the Senate Committee on the Judiciary on September 20, 2012 CBO estimates that implementing S. 3523 would have no significant cost to the federal government. Enacting the bill would not affect direct spending but could affect revenues; therefore, pay-as-you-go procedures apply. However, CBO estimates that any effects would be insignificant for each year.

As ordered reported by the Senate Committee on Foreign Relations on September 19, 2012 S. 2215 would expand federal programs and initiatives to promote exports to Africa. CBO estimates that implementing the bill would have discretionary costs of $24 million over the 2013-2017 period, assuming appropriation of the necessary amounts. Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.

To that end, CBO just released a report, How the Supply of Labor Responds to Changes in Fiscal Policy, that explains an important aspect of the agency’s analysis.
