As ordered reported by the House Committee on the Judiciary on June 28, 2012 CBO estimates that implementing H.R. 3120 would have no significant cost to the federal government. Enacting the bill could affect direct spending and revenues; therefore, pay-as-you-go procedures apply. However, CBO estimates that any effects would be insignificant for each year. Under current law, foreign students may enter the United States temporarily to study at universities and other educational institutions. Under H.R. 3120, such students could only attend accredited institutions.

Table 1 was revised on July 3, 2012, to show corrected estimates for transportation contract authority. There are no changes in estimates of outlays or effects on the deficit. Under current law, starting on July 1, the interest rate on new subsidized student loans will rise from the 3.4 percent in effect this year to 6.8 percent. As ordered reported by the Senate Committee on Indian Affairs on October 20, 2011 S. 1262 would amend various laws governing Native American educational activities implemented by the Department of the Interior (DOI) and the Department of Education (ED). Assuming the appropriation of necessary funds, CBO estimates that implementing S. 1262 would cost $4.0 billion over the 2012-2017 period.
