S. 3360 would require the Secretary of State to update its strategy to support and enhance access to information by civil society in Iran. S. 3360 would expand the scope of the strategy to require analyses of matters such as direct-to-cell wireless communications technologies, drone-based platforms, signal jamming technologies, and telecommunications service providers currently active in Iran. On the basis of information about the costs of similar requirements, CBO estimates that implementing S. 3360 would cost less than $500,000 over the 2026-2030 period. Such spending would be subject to the availability of appropriated funds.
