Summary
H.R. 4316 would amend the National Voter Registration Act of 1993 to allow states to require proof of citizenship for mail-in ballots for federal elections. The bill would not require states to make any changes to their current mail-in ballot procedures. CBO estimates that implementing H.R. 4316 would have no significant effect on the administrative costs of federal election agencies.
