H.R. 6602 would amend the Export Control Reform Act of 2018 to authorize the Operating Committee for Export Policy to resolve disputes about countries subject to comprehensive U.S. arms embargos. The bill also would authorize the committee chair to decide cases and matters that cannot be resolved by majority vote. That committee consists of representatives from the Departments of Commerce, Defense, Energy, and State.
Using information about the operations of similar committees, CBO estimates that implementing H.R. 6602 would not have a significant cost.
