In cases of severe trafficking, the bill would require the operator to assist law enforcement agencies only with the victim’s consent or if there was an imminent threat to the victim. The bill also would require the Attorney General and the Secretary of the Department of Homeland Security to report to the Congress on the operation of the hotline and the assistance provided to law enforcement.
Using information about the cost of similar reporting requirements, CBO estimates that implementing H.R. 2601 would cost less than $500,000 over the 2024-2029 period; any spending would be subject to the availability of appropriated funds.
