Division A would provide supplemental appropriations for fiscal year 2024 to respond to the situation in Ukraine and Israel and to provide other related assistance. Division B would provide supplemental appropriations for fiscal year 2024 for additional border security and for combatting fentanyl. The legislation would designate amounts provided by those divisions as emergency requirements in keeping with section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985. Division C would amend each Compact of Free Association and the subsidiary agreements between the United States and the Federated States of Micronesia, Republic of the Marshall Islands, and the Republic of Palau, often called freely associated states. Division C also would extend the statute of limitations for penalties under the International Emergency Economic Powers Act and the Trading with the Enemy Act from 5 years to 10 years.
