H.R. 4984 would transfer responsibility for the 190-acre site of the Robert F. Kennedy Memorial Stadium in Washington, D.C., from the Department of the Interior to the General Services Administration (GSA). Under the bill, the government of the District of Columbia would enter into a 99‑year lease with GSA for the site at no consideration. The city could use the land for stadium development, residential and commercial development, recreational facilities, and open space. The site’s current lease, also at no cost to the city, ends in 2038. That lease requires the land to be used for sports, recreation, or entertainment.
Because the federal government currently receives no payments for the site—and would not under the bill—CBO estimates that implementing H.R. 4984 would not have a significant effect on the federal budget. Any spending would be for administrative activities and would be subject to the availability of appropriated funds.
