S. 1352would make changes to the SBA’s 504 Certified Development Company (504/CDC) loan guarantee program, which provides financing to small businesses through nonprofit CDCs, helping small businesses purchase or improve fixed assets such as land, buildings, or machinery. The bill would raise the maximum loan amount for small manufacturers from $5.5 million to $6.5 million, expand eligibility for 504/CDC loans, and set new leasing terms for buildings that are financed by such loans. In addition, the bill would require SBA to report to the Congress on how those changes to leasing terms affect access to capital for small businesses.
