CBO Director Phillip Swagel responds to a letter from Senator Bill Cassidy requesting a cost estimate for the Primary Care and Health Workforce Expansion Act.
CBO received the legislation on July 19, 2023, and agency staff members are currently reviewing it. The legislation’s provisions are complex, and analyzing them—and the interactions among them—will take many weeks. Particular provisions that were noted, such as those establishing requirements for an electronic prior authorization program in the group and individual health care markets and those prohibiting the use of noncompete agreements for most employees, will require extensive analysis. CBO will share estimates of individual provisions as they are available.
