S. 847 would establish the International Children with Disabilities Protection Program, which would be managed by the Department of State. CBO estimates that implementing S. 847 would cost $17 million over the 2023‑2028 period, subject to the appropriation of the specified amounts. The remaining funds would be spent after 2028. The costs of the legislation, detailed in Table 1, fall within budget function 150 (international affairs).
