S. 2006 would authorize the appropriation of $100 million each year for 2024 and 2025 to the Department of State for programs that support reforms to restore democratic institutions and the rule of law in Tunisia and that stabilize the Tunisian economy. That assistance would not be available for obligation until the department determines that the Tunisian government has made measurable progress towards restoring democracy in that country. Because of the uncertainty in how the political situation in Tunisia might change, CBO applied a 50 percent probability to the likelihood that those requirements would be met; thus, only half of the amounts authorized by the bill are estimated to be spent.
