S. 1387 would reauthorize the Project Safe Neighborhoods Block Grant program and thus authorize the appropriation of $50 million annually over the 2024-2028 period. Under that program, the Department of Justice awards grants to intergovernmental partnerships composed of prosecutors and federal, state, local, tribal, and territorial law enforcement agencies to reduce violent crime in their communities. The underlying authorization for the program expired in 2021. The Congress has continued to provide funding for the program, including an appropriation of $20 million in 2023.
Based on historical spending patterns for this program, CBO estimates that implementing S. 1387 would cost $190 million over the 2024-2028 period and $60 million after 2028, assuming appropriation of the authorized amounts.
