S. 396 would require the Department of State to report to the Congress on the ties between criminal gangs and political and economic elites in Haiti, such as current and former Haitian government officials and people with significant influence on Haiti’s economy. On the basis of information about similar reporting requirements, CBO estimates that providing those reports would cost less than $500,000 over the 2023-2028 period. Such spending would be subject to the availability of appropriated funds.
