H.R. 2789 would require the Department of State to develop a strategy and report to the Congress on cooperation between U.S. and Mexican government entities (including at the local level) and nongovernmental organizations to curb drug trafficking. It also would require the department to report to the Congress on steps the United States could take to expand access to capital in Caribbean countries.
