H.R. 1340 would require the National Telecommunications and Information Administration (NTIA) to conduct outreach and provide technical assistance to small providers of communications networks about Open Radio Access Networks and about participating in the Wireless Supply Chain Innovation Grant Program authorized by the National Defense Authorization Act for Fiscal Year 2021. The Congress appropriated $1.5 billion for that program in the CHIPS and Science Act of 2022.
Using information from the NTIA, CBO estimates that it would cost $1 million annually and $5 million over the 2023-2028 period to implement the bill’s requirements. That amount includes the cost of salaries for NTIA employees, travel, and private contractor support.
