H.R. 7694 would require federal agencies, when evaluating a bid for a federal contract, to consider the extent to which offerors propose to use small businesses as subcontractors. CBO estimates that enacting H.R. 7694 would not affect direct spending or revenues. CBO has not estimated the discretionary costs of implementing the legislation. The legislation contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
