S. 552 would require the U.S. Agency for International Development (USAID) to report to the Congress on how the COVID-19 pandemic and related school closures have affected the agency’s programs to promote basic education in developing countries. The report also would describe how USAID has supported continued learning and how the agency plans to address continued social and health risks from the pandemic. On the basis of information about similar reports, CBO estimates that implementing the bill would cost less than $500,000 over the 2022-2027 period. Such spending would be subject to the availability of appropriated funds.
