H.R. 7691 would provide supplemental appropriations for fiscal year 2022 to respond to the situation in Ukraine and to provide humanitarian and other assistance for Ukraine and other countries affected by that situation. The legislation would designate those amounts as emergency requirements pursuant to section 4001(a)(1) and section 4001(b) of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year 2022.
