H.R. 7375, To direct the Secretary of VA to update the payment system of the Department of VA to allow for EFT of educational assistance, administered by the Secretary, to a foreign institution of higher education

The Department of Veterans Affairs (VA) pays tuition and fees to educational institutions located in foreign countries on behalf of students using the Post-9/11 GI Bill. H.R. 7375 would require VA to make those payments via electronic fund transfers for educational institutions that lack an employer identification number of domestic bank account. On the basis of testimony by VA, which indicated that VA is currently working with the Treasury Department to eventually develop similar capabilities, CBO estimates that enacting the bill would not affect spending subject to appropriation.
