CBO’s Director, Phillip L. Swagel, and CBO’s Director of Health Analysis, Carrie H. Colla, provided an overview of how CBO evaluates health care proposals and produces cost estimates. They also discussed policy options that would reduce federal deficits and the growth of health care spending.
