H.R. 1029 would waive the application fee for special-use permits that are obtained for special events at war memorials on National Park Service (NPS) land in Washington, D.C., where the majority of attendees are veterans or Gold Star Families. Under current law, the NPS is authorized to recover costs associated with providing special-use permits; such recoveries are credited to the current fiscal year appropriation as discretionary offsetting collections.
The NPS usually waives application fees for most veterans’ events that would be covered under the act. As a result, CBO estimates that implementing H.R. 1029 would affect a small number of permit applications and would increase net discretionary spending by an insignificant amount.
