H.R. 2118 would authorize the United States to participate in the Coalition for Epidemic Preparedness Innovations (CEPI).
CEPI’s mission is to accelerate the development of vaccines to treat emerging infectious diseases and to facilitate access to those vaccines during outbreaks. In September 2020, the U.S. Agency for International Development (USAID) signed an agreement to contribute $20 million to CEPI over a five-year period. An initial $4 million contribution was made for 2020 and a second $4 million payment is planned for 2021, both using available appropriations. CBO expects that the USAID will contribute another $4 million in 2022 using available funds from the American Rescue Plan Act of 2021 or other existing appropriations. On that basis, CBO estimates that implementing the bill would require additional appropriations of $4 million a year over the 2023-2024 period to fulfill the $20 million commitment.
