H.R. 4104 would authorize the U.S. Mint to produce $5 gold, $1 silver, and half-dollar clad coins to honor the 100th anniversary of the Negro National League (a professional baseball league) and the history of Negro League baseball. Sales would be authorized to begin in calendar year 2022. Using information from the Mint, CBO estimates that sales of the coins would generate surcharges of about $6 million over the 2020-2030 period. Those amounts would be recorded in the budget as offsetting receipts (a credit against direct spending) and transferred to the Negro Leagues Baseball Museum.
