H.R. 5517 would authorize the appropriation of $97 million for a new foundation and other programs that would focus on the legacies of Mohandas K. Gandhi and Dr. Martin Luther King, Jr. Specifically, the bill would authorize:
Up to $90 million over the 2021-2025 period for the U.S. Agency for International Development to establish a foundation to address development challenges in India;
Up to $5 million over the same period for a new educational exchange program managed by the Department of State; and
Up to $2 million in 2021 for the U.S. Institute of Peace to create a training program on nonviolent methods of conflict resolution.
Finally, H.R. 5517 would require the federal agencies implementing those programs to provide regular progress reports to the Congress.
Assuming the maximum amounts authorized under the bill are appropriated, CBO estimates that implementing H.R. 5517 would cost $51 million over the 2021-2025 period (see Table 1). The remainder would be spent after 2025. If the Congress appropriates less than those amounts, the estimated costs would be correspondingly lower.
On the basis of information about similar reporting requirements, CBO estimates that providing the required reports would cost less than $500,000 over the 2021-2025 period. Such spending would be subject to the availability of appropriated funds.
