S. 1310 would encourage the State Department to support various reforms to the operations of the Organization of American States (OAS). OAS is an international organization composed of 35 countries in North America and South America that promotes regional security, democracy, human rights, and economic development in the region.
The bill also would require the department to report to the Congress on its strategy for supporting the OAS and on its subsequent actions to implement that strategy. In addition, the department would be required to report on the effectiveness of OAS efforts to advance human rights and combat corruption. On the basis of information about the costs of similar activities, CBO estimates that implementing S. 1310 would cost less than $500,000 over the 2020-2024 period; such spending would be subject to the availability of appropriated funds.
