Under current law, nonprofits and most governmental entities are eligible to apply for Homeless Assistance Grants from the Department of Housing and Urban Development. Those entities can use those grants to provide shelter and other services to members of tribes and those living on tribal lands. H.R. 4029 would make tribal governments and tribal housing entities eligible to apply for grants. However, the bill would not expand eligibility for federal assistance. Because those entities would provide services to individuals who are eligible for assistance under current law, CBO estimates that implementing H.R. 4029 would have no significant effect on spending subject to appropriation.
