H.R. 2978 would authorize the appropriation of $15 million to the National Historical Publications and Records Commission for each fiscal year from 2020 through 2024. The commission received an appropriation of $6 million for 2019. The bill also would add the Council of State Archivists as the 16th member of the National Historical Publications and Records Commission. The commission promotes the use of the records of the United States to understand its history. Assuming appropriation of the authorized amounts, CBO estimates that implementing H.R. 2978 would cost $66 million over the 2020-2024 period and $9 million after 2024.
