H.R. 2399 would require the Department of Housing and Urban Development and the Department of Veterans Affairs to jointly prepare annual reports to the Congress on the Housing and Urban Development-Department of Veterans Affairs Supportive Housing (HUD-VASH) program. The bill also would require both departments to conduct a study on the barriers to carrying out the program. HUD-VASH is jointly operated by both departments to provide permanent housing to homeless veterans and their families.
Based on previous reports and studies of similar scope, CBO estimates that implementing the bill would cost $2 million over the 2020-2024 period; such spending would be subject to the availability of appropriated funds.
