H.R. 615 would amend current standards of care for refugee women and children to include providing safe and secure access to sanitation facilities, especially for women, girls, and vulnerable populations. The Department of State would be required to develop procedures to ensure that international and nongovernmental organizations that implement U.S. assistance for refugees are providing that access.
On the basis of information about the department’s oversight of organizations implementing U.S. assistance, CBO estimates that implementing the bill would cost less than $500,000 over the 2019-2024 period; such spending would be subject to the availability of appropriated funds.
