H.R. 753 would authorize the Department of State to establish an international exchange program to promote the sound administration of elections. The bill would require the department to brief the Congress on the program’s implementation and encourage the department to maintain a network of alumni.
On the basis of information from the department about its specialized exchange programs, and assuming appropriation of the necessary amounts, CBO estimates that implementing H.R. 753 would require additional appropriations of $1 million each year and cost $5 million over the 2019-2024 period.
