S. 447 would require the Department of State to report to the Congress on how certain countries are meeting their obligations under an international declaration to return Holocaust era assets and to provide restitution to the rightful owners. The department would be required to consult with nongovernmental organizations to determine which countries are lagging behind in meeting those obligations. It also would report on the pertinent laws and policies of those countries and how well they are being implemented.
Using information about the costs of similar reports, CBO estimates that implementing the reporting requirement under S. 447 would cost less than $500,000 over the 2018-2022 period; such spending would be subject to the availability of appropriated funds.
