H.R. 4049 would transfer the Ashland Harbor Breakwater Light from the U.S. Coast Guard to the National Park Service (NPS) for inclusion in the Apostle Island National Lakeshore in the state of Wisconsin. Based on information provided by NPS, CBO estimates that implementing the legislation would have no significant effect on the federal budget. H.R. 4049 would not significantly change federal costs to manage the Apostle Island National Lakeshore or to renovate and maintain the lighthouse. Enacting the legislation would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
H.R. 4049 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
