S. 4399 would require the Department of the Interior to convey approximately 22,000 acres in the preserve area of Denali National Park and Preserve, without consideration and subject to valid existing rights, to Doyon, Limited, a regional Alaska Native corporation. The land includes the Geese House site, a geological feature of cultural significance to Alaska’s Athabascan people. The conveyance would occur within one year of enactment and count toward the acreage that Doyon is entitled to under the Alaska Native Claims Settlement Act.
Using information from the department, CBO estimates that the land that would be conveyed does not generate any receipts for the federal government. As a result, CBO estimates that enacting the bill would have no effect on direct spending over the 2026-2036 period.
In addition, the department would need to cover the costs associated with the land conveyance. Based on the cost of similar activities, CBO estimates that those costs would total less than $500,000 over the 2026-2031 period. Any related spending would be subject to the availability of appropriations.
The CBO staff contact for this estimate is Emilia Oliva. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.
