H.R. 7427 would require the Department of Homeland Security (DHS) to regularly analyze threats posed by certain foreign nationals visiting state and local officials and facilities. The bill would require DHS to recommend measures those officials could take to mitigate security threats from visiting foreign nationals. H.R. 7427 also would require DHS to develop an information system to share threat data with state and local officials.
DHS currently operates several information sharing programs with state and local governments. CBO anticipates that conducting threat analyses and preparing the required reports would increase the department’s workload by the equivalent of three full-time employees. Using information from DHS, CBO estimates that compensation for each of these employees would average $210,000 annually and total $5 million over the 2027‑2031 period.
On the basis of the costs of similar DHS programs, CBO estimates that developing and testing technology systems and methods for sharing threat information with state and local officials would cost $5 million over the 2027-2031 period.
In total, CBO estimates that enacting H.R. 7427 would cost $10 million over the 2027-2031 period. Any spending would be subject to the availability of appropriated funds.
The estimated budgetary effects of the legislation are shown in Table 1. The costs of the legislation fall within budget function 750 (administration of justice).
