S. 2440 would require the Forest Service to convey, at fair market value and subject to valid existing rights, 310 acres in the Homochitto National Forest in Mississippi to the Scenic Rivers Development Alliance. Under the bill, the Forest Service would retain all mineral rights on the land, as well as easements for public roads and trails. The Scenic Rivers Development Alliance would need to cover all costs associated with the conveyance.
Proceeds from the sale of the parcels would be available without further appropriation to the Forest Service to acquire new land. Those sale proceeds would be recorded in the budget as offsetting receipts (that is, as reductions in direct spending) and would be spent soon thereafter. On net, CBO estimates that enacting S. 2440 would have a negligible effect on net direct spending over the 2026-2036 period.
CBO expects that certain costs to update federal maps would not be reimbursed because they are not directly related to the conveyance. Based on the costs for similar activities, CBO estimates that those costs would be less than $500,000 over the 2026-2031 period. Any related spending would be subject to the availability of appropriated funds.
