H.R. 3276 would authorize the appropriation of $200,000 each year over the 2027-2033 period for the Fish and Wildlife Service to establish a competitive grant program to restore and conserve bird habitats in urban areas. States, localities, tribes, nongovernmental organizations, and academic institutions would be eligible to receive the grants.
Using historical spending patterns for similar programs, CBO estimates that implementing H.R. 3276 would cost $1 million over the 2026-2031 period and less than $500,000 after 2031, assuming appropriation of the authorized amounts.
The CBO staff contact for this estimate is Emma Uebelhor. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.
