S. 2733 would require the Government Accountability Office (GAO) to review all legislation reported by a Congressional committee to determine whether it includes programs that would duplicate or overlap with programs identified in GAO’s annual reports on duplicative and overlapping programs. The bill also would require GAO to publish that information on its website and to provide the information to the Congressional Budget Office. Under the bill, CBO could include the information from GAO in cost estimates or as supplemental information.
CBO reviews all legislation ordered reported by a Congressional committee as part of our statutory requirement to provide cost estimates of that legislation; in recent years, that number has averaged about 900 pieces of legislation per year. Using information from GAO about the number of people needed to conduct those reviews, CBO estimates that the additional work under S. 2733 would cost more than $500,000 annually starting in 2027 and would total $3 million over the 2027-2031 period. The costs for CBO to include the information in cost estimates would be insignificant over the same period. Any related spending would be subject to the availability of appropriated funds.
On July 23, 2026, CBO transmitted a cost estimate for H.R. 8096, the Duplication Scoring Act of 2026, as ordered reported by the House Committee on Oversight and Government Reform on May 20, 2026. The two pieces of legislation are similar, except that S. 2733 would have CBO transmit the information from GAO in cost estimates. CBO’s estimated budgetary effects are the same for both bills.
The CBO staff contact for this estimate is Matthew Pickford. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.
