H.R. 9363 would authorize the appropriation of $20 million for each of fiscal years 2027 through 2032 for the National Institute of Standards and Technology (NIST) to establish a center on artificial intelligence (AI). The center would measure AI risks, facilitate the mitigation of those risks, and support AI research, development, and evaluation. The center also would evaluate and improve security measures for AI systems; assess entities' AI systems and their potential risks to national and economic security; and support NIST laboratories in developing and promoting the voluntary adoption of AI security standards, guidelines, and best practices. The statute authorizing the center would terminate five years after enactment.
The estimated budgetary effects of the legislation are shown in Table 1. The costs of the legislation fall within budget function 370 (commerce and housing credit).
Assuming the appropriation of the specified amounts and using information about the pace of spending on similar research and evaluation activities, CBO estimates that implementing H.R. 9363 would cost $80 million over the 2026-2031 period.
