H.R. 5160 would reauthorize and amend the C.W. Bill Young Cell Transplantation Program and the National Cord Blood Inventory program through 2031. Those programs support efforts to facilitate bone marrow and cord blood transplants, collect and store umbilical cord blood, and fund research. The Congress appropriated about $49 million for those purposes in 2025. The legislation would give the Department of Health and Human Services additional discretion over the cord blood inventory, including the authority to determine the size and composition of the inventory, transfer cord blood between qualified banks, and establish new administrative practices.
The legislation would authorize the appropriation of $33 million annually over the 2027‑2031 period for the transplantation program and $23 million annually over the same period for the cord blood inventory. Based on historical spending patterns and assuming appropriation of the authorized amounts, CBO estimates that implementing H.R. 5160 would cost $233 million over the 2026-2031 period and $42 million after 2031.
The estimated budgetary effects of the legislation are shown in Table 1. The costs of the legislation fall within budget function 550 (health).
