H.R. 9341 would require the National Institute of Standards and Technology (NIST) to develop voluntary guidelines to help agencies prepare datasets to train artificial intelligence (AI) models. In addition, the bill would authorize NIST, in coordination with the Office of Science and Technology Policy, the Department of Energy, and other relevant agencies, to establish pilot programs to develop procedures for ensuring that AI-ready datasets used in specific sectors and scientific domains conform to agency guidance.

Using information about the cost of similar provisions, CBO estimates that implementing H.R. 9341 would cost $2 million over the 2026-2031 period; any related spending would be subject to the availability of appropriated funds.
