H.R. 7448 would require the Department of Homeland Security (DHS) to submit to the Congress a strategy to modernize the National Terrorism Advisory System. The strategy would consider which DHS component should oversee the system, how effectively the system communicates alerts to the public, and options to improve such communication. The bill also would direct the Governmental Accountability Office to report to the Congress on implementation of the bill.
Based on the costs of similar activities, CBO estimates that implementing the bill would cost less than $500,000 over the 2026-2031 period. Any spending would be subject to the availability of appropriated funds.
