S. 4665 would require the Secretary of State to submit to the Congress a strategy for countering Iran’s and Hezbollah’s malign influence in Latin America. The strategy would discuss U.S. initiatives to identify and disrupt Iran’s and Hezbollah’s radicalization and recruitment operations, prevent Iran and Hezbollah from exploiting natural resources in the region for financial gain, and counter Hezbollah’s document fraud operations. On the basis of the cost of similar requirements, CBO expects that implementing S. 4665 would cost less than $500,000 over the 2026-2031 period. Any related spending would be subject to the availability of appropriated funds.
