S. 2252 would require the Department of State to report to the Congress each year through 2030 on foreign assistance products or commodities that were contaminated, spoiled, expired, or destroyed. The report would discuss the cause of the spoilage or wastage, the efforts made to prevent it, and the cost of the products lost.
On the basis of costs of similar activities, CBO expects that implementing the bill would cost less than $500,000 over the 2026-2031 period. Any spending would be subject to the availability of appropriated funds.
